Can anyone recommend a good resource for obtaining templates to be used as the basis for creating a new website. I am hoping there is something that can be used to get a team moving fast and be well documented to allow for further customization.

afaik, there is no finished template set under GPL around yet but some in preparation. Maybe this link is helpful for you in the meantime:

Why don’t you use the standard “basic” theme as … tada … a basis for your own template? There are the most often used functionalities included and you had just to delete the parts you don’t need.

It’s got CSS3 compatible border-radius for boxes, and uses Arial 12px as standard font (which are more readable than ant-head Verdana 10px that the out-of-the box templates use) 
Also, we got rid of the branding logos on the standard template, so that they become even more ready-to-use for novice users.
As soon as Marco activates my account on oxforge, we hope to put these up at https://projects.oxidforge.org/users/euroblaze/
