No translations files were found in templates dir for selected language!

I try to translating language form en to thai
I edit in lang.php and cust_lang.php

When I add New Language in admin page I see this :

Attention: No translations files were found in templates dir for selected language!

so what can I do ?

but I don’t understand how can I translating language.
please tell me about file that I have to edit?
And tell me how to translating language. (easy step by step, please.)

Hello,

[li]make a new directory /th/ besides /de/ and /en/
[/li]http://svn.oxid-esales.com/tags/CE-4.4.1-28950/eshop/out/basic/
[li]copy lang.php and custom_lang.php to the new directory:
[/li]http://svn.oxid-esales.com/tags/CE-4.4.1-28950/eshop/out/basic/en/
[li]edit these files and translate to Thai
[/li][li]add the new language to the admin panel
