No shipping methods found. Please contact us by phone or email

Hi,

When new user gets registration he/she get error message at step3 saying “No shipping methods found. Please contact us by phone or email.”.

Do I have to assign user(newly registered) manually every time to shipping method at admin (in Shipping Methods->Users->Assign Users) for displaying shipping method at step3?

What I done at ADMIN:

For [B]Payment Methods[/B]:

[U]TAB : Main[/U]
Assign user groups: I assign all user groups. (none left).
[U]TAB : Country[/U]
Assign Countries : I assign all countries. (none left).

For [B]Shipping Methods[/B]:

[U]TAB : Main[/U]
Assign Shipping cost rules : There is only one cost rule and I assign it.
Assign Countries : I assign all countries. (none left)
[U]TAB : Payment[/U]
Assign Payment Methods : I assign my payment method.
[U]TAB : Users[/U]
Assign User Groups : I assign all user groups. (none left).
Assign Users : Here newly registered user not assign.

No, the oxid logic is not to assign any user or group. Then the rule is working for everybody.

Then why is it so, then newly user cannot see any shipping method in step3. And after assigning that shipping method he/she can see it.
