Text on startpage?

i want to add a text/html part to the startpage . where can i add this? is their a template i can use?

Hello,

i found this code , but i cant find the start.tpl in my 4.6.5 CC Edition.

When i add it to page.tpl, thsi box appears on all pages, but i want it only on the startpage. Some ideas?
