How change the text in english to german ?

if the shop links to paypal at the end of the checkout, in paypal is the text in english:

Your order at ...................... in the amount of 15.85

how can I change this to german ?
I can not find it in any language file,
I think, this is all posted with other options by php (file encoded by Zend Guard)

and I also want to format price like XX,XX € (with currency)

In my opinion these things are not provided by the shop (besides of the amount itself etc…) and only PayPal knows why a certain language is used. Maybe because of the browser language?
