More than one rule for shipping under one method

i want to ask you about shipping method .
i want to add more than one rule for one shipping method.

just like.
i have added a shipping method XYZ
i added 2 rules for that.
just shipping charges are different.
one for urgent shipping
second for casual shipping.
and these two option should show user at [B]PAY[/B] section when he is ordering under the same method.
