When I open 3 checkout step. This is what happens:
It only happens in one language (Lithuanian). Any ideas on how to fix this issue? Before this, I changed connection collation in phpMyAdmin.
In the photo above there are phpMyAdmin charset settings.

If production mode is turned off I get this:
